Proposed Rule changes by WESFA 2016-2017

NOMENCLATURE AND CONSTITUTION

2. (B) All Clubs must be affiliated to an Affiliated Association and their names and particulars shall be returned annually by the appointed date on the Form “D” to the London County Football Association and must have a constitution approved by the Sanctioning Authority. This Competition shall apply annually for sanction to the London County Football Association(s) and the constituent teams of Member Clubs may be grouped in divisions, each not exceeding 12 in number.

ENTRY FEE, SUBSCRIPTION, DEPOSIT
3.
(F) A Goodwill bond of £200.00 for existing member teams is held by the Management Committee and will be returned to each team once their membership has ceased less any balance owing to the Alliance and/or other member clubs. New teams are required to pay the Goodwill bond 14 days upon election into membership.

MANAGEMENT, NOMINATION, ELECTION
4. Club/team delegates, (maximum of four one delegate per constituted Division, to be elected at the Annual General Meeting) shall be considered as Officers of the Alliance, but not as part of the Management Committee.

POWERS OF MANAGEMENT
5. (Q) Teams may purchase copies of the League Handbook at a price of £5.00 each. (See also Standing orders, Section F).

QUALIFICATION OF PLAYERS
8. (E)(i)
As a league participating in the pilot FA online registration scheme clubs / players will be required to register players / themselves online and comply with any additional instructions as the pilot goes on, in addition to all other rules in this section.

10 (G)
Repeatable Substitutions

A team may at its discretion and in accordance with the Laws of the Game use unlimited substitute players in any match in this Competition who may be selected from a maximum of 16 named players on the official team sheet. 
The referee shall be informed of the names of all non-starters up to the maximum of 5 players no later than 15 minutes before the start of the match and a Player not so named may not take any part in that match.
A player who has been selected, appointed or named as a substitute before the start of the match but does not actually play in the game shall not be considered to have been a player in that game within the meaning of Rule 8 of this Competition (Cup eligibility criteria).

Emailing scanned team sheets to the Registration Secretary is also accepted, however it is the teams responsibility to ensure that all the data on the team sheet is legible so that the information is recorded accurately

REFEREES
13.
(E) AWAY Team to pay the referee fee in League matches

The away team shall pay the match referee in League games. 50% split costs in all cup matches still applies
